The Netherlands | What is Bouwpas?

Bouwpas is a national digital registration and verification system developed specifically for the construction sector in the Netherlands. Bouwpas is a secure online platform designed to regulate and monitor access to construction sites. Without this registration individuals cannot gain access to the construction site.

Through this platform, all individuals who intend to perform work on a construction site must be registered in advance. This obligation applies to all categories of personnel, including:

  • Direct employees of the contracting organization
  • Temporary agency workers
  • Subcontractors and their staff
  • Self-employed professionals (ZZP’ers)

The purpose of Bouwpas is to ensure that only individuals who meet the required legal, contractual and safety criteria are granted access to construction sites. To achieve this, the system performs comprehensive checks prior to admission. These include, but are not limited to:

  • Verification of personal identity details
  • Validation of employer or company information
  • Confirmation of valid work permits where applicable
  • Verification of safety certifications such as GPI (Generic Safety Instruction) and VCA (Safety, Health and Environment Checklist Contractors)

Access to the construction site is only permitted once all relevant information has been reviewed and confirmed as sufficient within the Bouwpas system by an assessor.
